We should support Python 3.10 as Python 3.10 was released at the beginning of this month.

Required dependencies supporting Python 3.10

• Enable Python 3.10 in "full" CPU testing: CI: Enable Python 3.10 in full CPU testing #13829
• Enable Python 3.10 in "conda" CPU testing <- (kind of) BLOCKED by Rethink conda tests in CI #14059.
• Enable Python 3.10 in GPU testing <- blocked by CI/CD: Add CUDA version to docker image tags #13831. Also, no PyPI distribution of bagua with Python 3.10.
