Deathcounter: Query, Set, Increase and Decrease in one single rule

This version uses a complicated rule to avoid having separate rules for query, set, increase and decrease. Through the disable_on_template template fine granular permissions can be configured for set, dc+ and dc- (see at the end of the rule).
