The expander control does not change appearance when disabled. It does disable. However, it should have a disabled look to it as well.

The default WPF expander has a disabled look to it.

Also when the expander is enabled there is no mouse over effect on the arrow button. Again the default WPF control has a mouse over effect on the button.
