Creating a Report about Load Balancers

I see (seemingly) good data in the load_balancers table in the DB, yet I see no way to create a report that'd show them. Please consider adding. Thanks!!

I'm going to use this issue to track adding back Load Balancers to the UI.

Here is a list of PRs which removed load balancers and would have to be reverted (though I'm sure there are lots of conflicts now)

• Remove deprecated Networks Load Balancer menu #5754
