Steps to reproduce:

Load this page
Hover over "Zoom In", "Zoom Out", "View Fullscreen" button.
What happens: "Zoom In", "Zoom Out" and "View Fullscreen" tooltips are displayed, respectively.
What should happen: localized version of those phrases should be displayed as tooltips

The scalebar should also be localized, but that seems to be scalebar implementation problem (perhaps).
