I am not sure if this functionality is generic enough to be used by other editors or not, but assuming it is, maybe ship it as part of rustup distribution?

I would prefer this to not be a separate project and the functionality be part of rust-analyzer itself, but I am not associated with that project and can't comment on whether they would be open to accepting these features.
