libbpf: Merge selftests' bpf_trace_helpers.h into libbpf's bpf_tracing.h

Move BPF_PROG, BPF_KPROBE, and BPF_KRETPROBE macro into libbpf's bpf_tracing.h
header to make it available for non-selftests users.
