UX - Update the mdm-explorer Mauro plugin to prevent actions when research user is not part of an Organisation

Description

As part of security restrictions in the Mauro Data Explorer, a research user who is not part of an Organisation yet should not be allowed to carry out certain actions until they belong to an Organisation. This task focuses on backend validation in the mdm-plugin-explorer plugin.

This is a placeholder task for the moment, the approach needs to be decided in better detail.

One idea is to use user groups on the Mauro user record and update the plugin interceptors to only work use users assigned to a particular group. Similar to the idea suggested in MauroDataMapper/sde-core#254.
