I honestly don't know how it fully works, but what i know is Google Summer of Code (GSoC) is a program designed to bring new, excited contributors into open source communities, with the hope that they will continue to contribute to open source communities long after their GSoC program ends. So I think enve should submit their application into it, so that enve gets new developer to improve itself :)
The Developer should discuss about it.
