Small Support Vehicles should be able to mount Special Equipment

Low (Minor/Nuisance): Minor glitches or cosmetic issues that don’t affect gameplay and occur rarely.

Brief Description *

Currently, most heavy equipment is forbidden on small support vehicles, with the validation report specifically stating:

"Small Support Vehicles cannot mount heavy weapons or equipment"

This does not match TM p.136, which only specifies weapons but makes no mention of other equipment.
A question regarding the issue was answered by Xotl in 2015:

=> Restriction should be altered to only include weapons, but not other equipment

Steps to Reproduce

1. Create new Support Vehicle (Medium)
2. Add equipment, e.g. Guardian ECM suite
3. Change Vehicle type to small, keeping the ECM suite
4. Observe that the equipment is specifically marked as invalid, and also not available to add normally.
