Using MML 0.47.5 on OS X with Java build 1.8.0_51-b16, Naval Com-Scanner Suites require no crew. I've tested this on DropShips, WarShips, and stations. Per TO p. 332, the small NCSS should add 6 people to the crew, while the large should add 12.
