How to display only a vector map of France with departments

Hello everyone,

I'm new to OpenLayers and I'm not certain if it's the right tool for my needs. For a project, I require to display a vector map of France and nothing else. The map should be zoomed and centered to France by default. Departments should be delimited. I need to display clusters of points on the map, enable zooming into a cluster when it's clicked, and zoom into an area on the map when a list of points below the map is clicked. Additionally, I need to zoom in on a department when it's clicked and refresh the selection of points.

These are basic requirements, but we're looking for a very minimalistic vector rendering. Please refer to the attached image.

Could you help me get started in the right direction? Where to find the France OL map? How can I display it, and what about interactions, clusters, events, etc... ?
