There seems to be a number of users experiencing transactions that don't submit properly to the blockchain.

While we work on the full fix (supposedly completed in #4557, but apparently not, so reopening #4343), it will be much easier to diagnose this if the UI shows APPROVED transactions with that status, instead of PENDING like they do now.

A short-term support improvement for #5739.
