Minimal series name length is to small on issue creation form

I'll need to do some profiling on this, since if I remember correct there is a pretty big performance hit by lower the necessary characters below three. Depending what my results are, I'll need to decide if it's worth the performance hit for a situation that likely won't occur often.

In the meantime, I've added that series since that is definitely one of those situations where it is much less effort and quicker for me to do it.
