Add telemetry to check how often we fail to start the right kernel #4999

For local connections we should be able to check if we have started the right Python kernel.
We seem to be having a lot of issues where we're starting the wrong kernel.
Telemetry to track whether its correct or not, just compare the python paths in the interpreter & kernel.
