Create new Scope calls <NewScope>_reset procedure

Hello,

after we've ccreated a new scope on the server we create the matching scope locally like this:

	var newScopeInfoClient = await syncAgent.LocalOrchestrator.GetScopeInfoClientAsync(newScopeInfo.Name);
	var oldScopeInfoClient = await syncAgent.LocalOrchestrator.GetScopeInfoClientAsync(scopeMigration.OldScopeName);

	newScopeInfoClient.ShadowScope(oldScopeInfoClient);
	await syncAgent.LocalOrchestrator.SaveScopeInfoClientAsync(newScopeInfoClient);

	SyncResult syncResult = await syncAgent.SynchronizeAsync(scopeMigration.NewScopeName, SyncType.ReinitializeWithUpload, _progress);

But during the synchronizeasync we get a foreign key exception. After digging into the log we found that dotmim tries to execute the _reset procedure. Why is this called?
