"Determining Projects To Restore" Never Finishes

During builds, the "determining projects to restore" step never finishes

[Noggog]

User that had the problem reported that they had compressed some windows system files. Uncompressing them seemed to fix it for them.

The goal is do UNcompress the files, so look at the "reverting" section
