The github workflow to clean up PR caches failed with: Error: Resource not accessible by integration The issue is that the gh-actions-cleanup requires the permission to delete caches, per: actions/gh-actions-cache#85

The issue is that the gh-actions-cleanup requires the permission to delete caches, per:
