Expo system doesn't use latest images published to Docker Hub

🐛 Describe the bug

While meeting with @tloubrieu-jpl, @viviant100, and @gxtchen, I noticed that docker image ls on pds-expo shows that the nasapds/registry-api-service hasn't been updated in 5 months, despite the Docker Hub showing that a new image was published 6 days ago.

The Jenkinsfile pipeline needs to pull the latest images, always.

🕵️ Expected behavior

I expected newer images in docker image ls.
