Finalize Cognito configuration in production for the Registry

💡 Description

• delete the registry user pool in prod (Andrew should do that)
• Add a client application for the registry to the DUM user pool: we use the same app client as DUM
• Create identity pool identities for the OpenSearch roles reuse DUM's groups. We don't need to update the identity pool the IMA role configuration is done in the user pool's groups.
• Update wiki page with backgroun information and manual for ENG operator who are going to create users https://wiki.jpl.nasa.gov/display/PDSEN/Cognito+User+account
