Add new command to Registry Manager tool.
Read a version mapping file (format TBD) from a file and update "alternate_ids" field in OpenSearch.

That works from a csv file with new lidvid and old lidvid.

For now there is one call for each line which could be optimized by doing a batch call to elasticSearch/OpenSearch.
