The HWRF physics implementation created a dependency of module_radiation_clouds on module_mp_thompson. This causes the compilation to fail if only the RRTMGP suites are compiled.

This wasn't detected by the compilation steps in rt.conf, because RRTMGP suites are always compiled together with the RRTMG suites.

This bug was found by @junwang-noaa, thanks for reporting.
