Visual Design issue - for future discussion: The first workflow page is a bit large, and I have to scroll to get to the bottom of it, especially when the choices cause the workflow to expand (such as selecting "counties" and then the county selections appear below. It would be better to have it fit on one webpage, but it is not clear how to achieve this or whether it is worth the tradeoffs.
