Break fates expected failures out of HLM-specific xml files

In the same vein as #1073, we would reduce the need to update the HLM-side code if we could manage the list of expected fates failures on the fates-side exclusively. This would likely require a code update both in CIME and on the HLM side as well to enable this capability.
