Consortium/main has been updated with the following

Extend restart output controls, provide multiple frequency options CICE-Consortium/CICE#850
Update Icepack to #23b6c1272b50d42ca, thin ice enthalpy fix CICE-Consortium/CICE#857 which includes a bugfix for Icepack Corrects thin ice/snow treatment of enthalpy and other tracers CICE-Consortium/Icepack#454. The following information applies to the bugfix:

This fix redistributes enthalpy and other tracers evenly in snow and ice when their respective thicknesses are < 1e-15 . Previously, these tracers were zero'd non-conservatively. Also corrects a bug in the zeroing of snow thicknesses, and removes snow in thickness_changes if the ice vanishes.

This change is expected to be non-b4b for UFS.
