Update/fix NCEP regtests for Rocky9 OS on Orion

Describe the bug
Two parts: 1) update NCEP regtest module environment on Orion to reflect the OS upgrade to Rocky9. 2) In the process of doing 1, it was found that some lines in matrix_cmake_ncep need to be fixed.

To Reproduce
Clone WW3 on orion. Then from the regtests/ directory, call: ./bin/matrix_cmake_ncep ../model. This will result in a few errors reported from the matrix_cmake_ncep script, and the matrix* files are generated, though the module environment is incomplete.

Expected behavior
The normal behavior is for the matrix* scripts to be generated, with no shell script errors, and they will contain module commands for a complete environment.
