dev/ufs-waether-model: When using PIO & NetCDF restarts, be able to read restart if runtype=initial

Is your feature request related to a problem? Please describe.
Even if it's an "initial" runtype, we still would like to be able to read a WW3 restart, particularly if it's a binary restart file as the ww3_strt program can create initial conditions for cases even if you are starting from "rest" or we want to start from another run's restart, etc.

@DeniseWorthen - I'm thinking we should also have an option for netcdf restarts as well? Let me know your thoughts. I plan to get a PR together for this in the next week.

Additional context
This is currently tested in a branch for HR5 and its running successfully.
