Station list for BUFRSND output needs to be updated

New stations have been requested to be added for BUFR output, as well as some corrections to existing station locations. This requires generating a new profdat fixed file, and also modifying the upper limit on number of stations in the job script.

The NSTAT=2000 file created problems with the SNDP job when run within a retro. As only 1875 stations are in the list, will look to reduce the NSTAT value to something closer to that and retest.
