Makes ocn_comp_mct independent of MOM_surface_forcing

This commit is the first step towards making ocn_comp_mct independent of MOM_surface_forcing.
All subroutines from MOM_surface_forcing have been copied to ocn_comp_mct.

Next steps:
1) get rid of ice_ocean_boundary_type
2) clean the module (remove unused code)
