+Added cell_average_state_type & related routines

  Added a new type, cell_average_state_type, and use it inside of ice_transport.
Also added the publicly visible routines alloc_cell_average_state_type and
dealloc_cell_average_state_type to manage memory in this type.  All answers are
bitwise identical.
