Add CI pipelines for SIS2

- Uses MOM6 CI as model.

Todo:
  - currently skips static builds and runs
  - currently also builds MOM6 solo executable (which is a small overhead relative to coupled executables)
  - turn on nolibs build (currently fails in CI, unable to find gsw/TEOS10)

Turned off nolibs compile in CI

- nolibs target failing because gsw (TEOS10 ) modules can't be found.
  Saving as a problem for another day...
