+Added SIS_merged_dyn_cont

  Moved the dynamics updates with MERGED_CONTINUITY=True into the new subroutine
SIS_merged_dyn_cont and added the new elements avg_ridge_rate, ridge_rate_count
and complete_ice_cover to dyn_trans_CS.  All answers are bitwise identical.
