+Added mi_sum and other elements to dyn_trans_CS

  Added mi_sum, ice_cover and [uv]_ice_[BC} elements to dyn_trans_CS and use
these arrays in SIS_multi_dyn_trans.  Also added lines deallocating elements of
dyn_trans_CS in SIS_dyn_trans_end.  All answers are bitwise identical.
