Input file points to minor problem in weather reading

Description

This person's main problem was solved by removing the use of weather file rain/snow flags, but it points up a fairly minor problem in rain/snow interpolation. If interpolation follows the other weather, then the rain or snow flag should start BEFORE the hour and taper off. Implementing this is fairly minor but may cause some changes in results.

Finally looking at Bob's verification runs. Prior to this fix, precipitation amount was overstated, this has changed, but the timesteps that show precipitation have not changed. The timesteps that should the rain flag true have changed. One thing that looks wrong still is that the total precipitation amount changes with timestep length - will post a new CR about that. Total of Environment:Site Precipitation Depth [m] changes by 10x for the same file with TS=6 and TS=60.
