Opaque Sky Cover is used in Calculation when Horizontal Infrared Radiation Intensity is not missing in Simualtion Weather File #8610

Issue overview

Based on EnergyPlus documentation, Opaque Sky Cover is not used unless Horizontal Infrared Radiation Intensity is missing in the simulation weather data. However, from the attached example, it is observed that for the attached example, Opaque sky cover is used regardless of the availability of Horizontal Infrared Radiation Intensity data in the simulation weather data file.
