Issue overview

On Windows, with 9.6 (and also even back with 9.5), the GPU test file "fails". I put quotes, because it looks like it runs fine, but the ERR file comes out empty and it doesn't produce an END file. This was noticed a few weeks back when I spun up the new Windows CI instance, but I assumed it was a config problem on that machine since it didn't seem to occur elsewhere. But when doing final testing of 9.6, it seems to be occurring on other machines as well.
