[FEA] Add a replay tool for LORE.

After #11084 we have introduced LORE framework for performance problem. But users still need to write code to do the replay in local environment.

Describe the solution you'd like

Given that most users only want to do the replay without extra work to do, it would be better to write a program to do the replay so that users don't need to write code.
