[BUG] fix estimated speed-up for not-applicable apps in Qualification results

Describe the bug

In the Qualification tool, we enforce GPU estimated speed-up to -1 for not applicable apps.
This loses the information.

Expected behavior
Fix the ordering in the CSV and UI so that the apps are sorted by recommendation category, then by the GPU speed-up.
This should avoid confusion to the user as we still show apps sorted by recommendations (Strong-recommended, recommended, not-recommended, and not-applicable)
