Update tooltips for Transit Zones Parking Geographies layer and nested legend items

As a user, I need additional information in plain language so that I can understand the Transit Zones Parking Geographies layer.

Acceptance criteria

1. Transit Zones Parking Geographies: Add information icon to indicate that tooltip is available
2. On hover, display tooltips with the following text for each item:

• Transit Zones Parking Geographies:
  These layers illustrate rules governing residential parking.
• MN Core and LIC Parking Areas: 
  No parking required.  
• Inner Transit Zone:
  No parking required. 
• Outer Transit Zone:
  Some parking required. Certain housing types don’t require parking.
• Special 25-241 Parking Provisions:
  Parking required. Affordable housing has significantly less required parking than market rate housing and certain housing types have no requirement.
• Beyond the Greater Transit Zone: 
  Parking required. Affordable housing has significantly less required parking than market rate housing and certain housing types have no requirement.

Is this supposed to be in addition to what's in here or replacing the tooltip information with plain text?
