Thanks to jfong5040 for reporting on Discord.

Issue:
Quota Rest template has instanceKey as index, but it's not always be unique and logs warning as This instance is already processed. instKey is not unique

Fix:
Along with the index of quota, either adding volume_uuid or volume_name in the instance Key would make the unique quota instance.
