Is there a reason for the very limited set of builtins listed in the nix-builtins const, or would a PR covering all current ones be welcome?

Yes that would be welcome.

I think the reason is just when I first made the list that was the complete list. Quite a few have been added in the last two years.

Great, will do that then! Is it ok to consider Nix 2.10 builtins, or is it better to use the version of Nix in current stable NixOS?

2.10 should be fine
