Describe the bug

Almost any use of follows more than the trivial case is broken.

Steps To Reproduce

  • Setting follows of an input of an input.
  • Setting follows of an input to a/b/c (happens in dependencies) where a/b is set to follow d doesn't make it follow d/c.

Expected behavior

This should all work.

Seems like this might be a duplicate of #3602

In #5790 we made some scripts to reproduce precisely what was going wrong. It might be addressed by #6983
