Looks like this was added in #286522. Can somebody confirm?

Yes, the installation of package kdePackages.plymouth-kcm brings the kcm module in the system settings.
However, the configuration of plymouth in NixOS afaik can only be done via the options boot.plymouth.enable, boot.plymouth.theme, and boot.plymouth.extraConfig.
Anyway, I will close this issue.
