CPM - strategy for local development

Asking a generic question here, as we try to look into moving to CPM. My investigation into use would have a central repository with our build scripts also have Directory.Packages.props files, so that solutions would fetch the file before use. This works perfectly in the pipeline, where i can just pre-download it. However, for local development, I can't seem to find the proper PreRestore event to hook into my solution. I wrote #13906 for this, but i wanted to ask around, since it seems CPM is popular, what strategy do you all use for this? I would be surprised if this wasn't some sort of solved problem, and I suspect everyone's solution won't be "we copied it manually".
