Checkout 0.11.2 tag of SQLite.swift submodule

This is required because 0.11.3 moved the minimum iOS version to 9 and
we need 8. The developer has stated in
stephencelis/SQLite.swift#625 that he will
change this back in a future release. When that happens we should update
to that release.
