diagnostic process and diagnosis

In 2022 OBI workshop, we discussed the OBI issue #623 that related to diagnostic process and diagnosis and reviewed the OGMS diagnostic process and diagnosis. After discussion, OBI decided to add a general diagnostic process and diagnosis terms and align with OBI structure. The details posted on the issue #1505.

It would be nice the OGMS can coordinate with OBI and represent the diagnostic process and diagnosis consistently.

I suggest that the OGMS diagnostic process be explicitly about human patient diagnostic process and veterinary patient diagnostic process, and those two terms can be a subclass of the OBI "organism diagnostic process" to avoid the confusion of the end users.
