Describe the bug
As reported by lintian for the Debian package build:

image-file-has-conflicting-name usr/share/doc/grass-doc/html/wxGUI_layer_manager.jpg (is PNG)

To Reproduce

$ file gui/wxpython/docs/wxGUI_layer_manager.jpg 
gui/wxpython/docs/wxGUI_layer_manager.jpg: PNG image data, 625 x 600, 8-bit/color RGBA, non-interlaced

Expected behavior
File uses .png extension to match format.
