Describe the bug

The file REQUIREMENTS.md is outdated, missing are

  • libsvm
  • PDAL
  • etc.

Expected behavior

REQUIREMENTS.md should match the required and optional dependencies to compile GRASS GIS.

A help may to check it against the list shown with

sh configure --help
