What happened?

When the built-in feed trigger creates a release of a project, the release snapshot does not include tenant-tag scoped variables.

Reproduction

Create a project with tenant tag-scoped variables (in the project or variable set)
Create a built-in feed trigger tied to a package step
Push a package
View the release variable snapshot created by the trigger

Error and Stacktrace

Update the variable snapshot via the UI to pick up all of the variables
Create releases manually or via the CLI/build server
