org:purpose can probably be used to solve a few open issues or to improve existing solutions.

purpose also is used in CPOV draft 2:

This property links an organisation to its COFOG function(s) which are expressed as
a SKOS Concept Scheme. The ORG ontology suggests that this property can also be
thought of as meaning 'remit' or 'responsibility' and is therefore appropriate for
linking to a COFOG code.
